Is this a local problem with my ISP's DNS, or something more widespread?

Thanks piper. Yes, both ftp.us.debian.org and ftp.ca.debian.org work. Funny, the cdn.debian.net default repo worked fine for some weeks, until today.

Problem solved.

cdn.debian.org is a special mirror in the sense that it is not a mirror but a load-balancer which chooses the "best" (for various definitions of best) mirror for you based on his try to guess from your IP your location. So the server picked for me is a completely different than for you and maybe even your physical neighbor as he has a different provider… The error looks like as the mirror choosen for you at this time is temporary broken. I guess its soon fixed (or removed from the list), but using a mirror directly isn't the badest possible thing anyway (less guessing by computers about your location needed).
