When I do a dist-upgrade as root the keyboard layout is english. When I do dpkg-reconfigure console-data it is OK for now but the next time the layout is back to english. how can I make the german layout permanent?

Haven't done that in a long time, but isn't it:
      Code:
dpkg-reconfigure keyboard-configuration

Thank you DonKult, but it did not help. I can only configure the keyboard that is attached to my computer with that but the keymap stays english.

Some additional information: When I am running KDE and do a "su" the keymap is always correct: german. Only when I do "init 3" and log in as root it is english. dpkg-reconfigure console-data helps but after the next login it is resetted to english again.

Is it just the keymap or also applications? e.g. runs apt-get in german or in english?

If so,
      Code:
dpkg-reconfigure locales
might help. Usually this is all done and set correctly if you have chosen the right options at live-cd boot before an installation, but if you haven't this is usually what you get (= "random" mixture of languages and related settings)
