When using Chromium browser the KDE Wallet Service pops up.

I think I have read something about browsers trying to integrate into existing password managers more rather than proceeding to build there own (at least on Linux). I guess Chromium does this now with KDE (no chromium & no kde, here, so no idea). Iceweasel/Firefox had xul-ext-gnome-keyring for ages (no gnome itself, but gnome-keyring & iceweasel, so I can assure this one works).

The point is that the browser isn't saving your passwords in plaintext - or is asking you for a master password to encrypt them while you already have a password manager for everything else…

Why?

I don't really understand your "problem" with this popup.
Do you don't store passwords in your browser – if so, I am sure there is an option to disable it.
If you do store passwords in your browser on the other hand it is probably better to let your browser store them in the KDE wallet instead.
