$buntu has (had and I assume 'has') it, a small gui program to detect the server that can give fastest speed.
Can we have here? |

the physically closest ones arent always the fastest
the fastest one for you may not be the earliest to update
u can have several lines active in */debian.list,
watch them closely |

Install netselect-apt or as devil pointed out already apt-spy. |
