For the last two months, I haven't upgraded GRUB because of critical bug #741464. Is it safe to install the upgrade in spite of the bug or should I keep all GRUB packages on apt-mark hold?

I'd venture that this particular bug only applies under very specific circumstances, none of my systems are affected and I don't know about anyone else being affected.

While I can't provide a written guarantee that your system won't be affected, I'd consider the risk to be reasonably small. As usual with grub updates, make sure that you actually allow grub-pc to write the new bootsector to your bootdisk (the blue debconf prompt asking you to select the target harddisks), but that's unrelated to that bug.
